Voting Question: When listening to the police scanner, how do I know it's a big story?

I'm a journalism student in college, who is getting off-campus media experience through a community television station. I'm getting some reporting time in at the station. I've seen police monitors sold at places like Radio Shack. However, how do I know if it's a big story? When do I know to race like Jeff Gordon to the scene of the fire?
